This proposal is a very high-level conceptual document. Please read the proposal in one sitting and follow the sequence in which the sections are presented.
Changes in the environment are happening. The evidence of which is brought to our attention by news sources and visibly in our daily lives. The current situation on our planet Earth has everyone looking for solutions to stop or slow the cause (disease) and effects (symptoms) of Global Warming. At this juncture we have no option other than to address both the symptoms and the disease. In this document I will delineate how to rapidly, realistically and attainably address the issues of the symptoms (rise of oceanic levels and existing greenhouse gases). I have written another document that addresses the disease (major reduction in the existence and proliferation of carbon dioxide and greenhouse gases). The terms ‘Disease’ and ‘Symptoms’ will be used interchangeably with the terms ‘Cause’ and ‘Effect’ respectively throughout this document.
According to both satellite photos and predictions by scientists, there will be a rise in oceanic levels that may threaten the lives, homes and infrastructure for possibly over 50% of the global population. We are told that this will occur due to polar ice melt that will increase water volume appreciably. We are further informed that this is occurring due to the rise in global temperatures caused by the accumulation of carbon dioxide emissions in our atmosphere. The primary question is ‘How can we address the impending global rise in oceanic levels?’
In my opinion our options are extremely limited. The measures to be taken are attainable within a relatively short period of time and are realistic. The glaring caveat being that these measures must be adopted globally or the results will be marginal.
The directive in laying out this proposal is to present this blueprint as pieces of a puzzle that have the appearance as though they are meant to fit together. The sequencing of each of these pieces predicates the existence of the next solution. The order in which each of these components is presented validates that this is a blueprint that establishes a proactive response to the environmental, economic and social stresses that face us at this moment in history.

Effects/Symptoms:
- Lowering oceanic water levels substantially in response to global rise in sea levels
- Protecting the continued existence of the Atlantic Ocean Conveyer (The Gulf Stream)
- Providing a virtually limitless source of water globally
- Naturally cleansing the existing carbon dioxide present in the atmosphere extremely rapidly
- Insulates global food supply from prolonged drought
- Addresses shortages of grains diverted from food to alternative fuels
- Reduction of the dependence on fossil-based petroleum and oil
- Creates economic stimulus via value-based engine versus service-oriented economy
- Creates jobs and industries
- Makes use of idle workforce and manufacturing assets
- Protects existing natural fresh water sources from depletion
- Addresses issue of displaced former homeowners
One might say that it is not possible to address all of these issues to their complete resolution in a single proposal. I submit that not only is it possible but that this proposal may be our only course of action to aggressively address our environmental issues before we reach a tipping point of no return.
