Displaced Homeowners?

To effect the planting and irrigation components of this blueprint, we are assuming that there will be people to ‘farm’ the areas that will undergo these changes.  This will require a ‘Rural Flight’ to occur.  For the first time in American history there are more people living in urban areas than in rural agricultural regions.  Therefore there are simply not enough people living in the areas to be irrigated and farmed.

Many families have lost their homes.  Allowing those people that would choose to ‘Homestead’ on these future farms would solve a number of issues.  People who have lost their homes could start over again on land that they can own via this ‘Homestead’ program with a commitment to farm and work the land.  By sculpting a program where the land is tended solves the problem of having people to live in these rural locations.  In essence, create neighborhoods of farms for those that would have them.  Everyone wants a home of their own.  They receive a home and work their land.  Maybe the quality of life is a substantial step above being on welfare with nowhere to turn for some assistance.  Maybe this offers a nicer way to raise their children for others.  By creating such a program can be a vehicle to restore people’s dignity after being displaced and addresses a huge current social issue.

‘rural flight’ perhaps could be rephrased as ‘rural renewal’
